Rules and Useful Information

This website provides information for prospective buyers and is also a valuable reference for our homeowners. It is important to know that Courtyards is a private community governed by a homeowners association.

All owners in the Courtyards of Vinings are members of the Owners Association (COV HOA) and are required to comply with the governing documents.

These regulations are not intended to be punitive or unduly restrictive. Their purpose is to facilitate harmony in the community by providing an outline of how each of us can expect our neighbors to maintain their property, how we are expected to manage our own, and the use of the shared amenities.

The governing documents include the Declaration of Covenants, Conditions and Restrictions and the By-Laws, along with the Rules and Guidelines of the Association, some of which are referenced below. 

This website provides supplemental information to the governing documents but does not replace them.

MONTHLY DUES

Monthly association dues are set annually by the Board of Directors.

The Board prepares a budget each year based on the operating expenses and the Reserve Fund planning.  Dues may be raised only at the first of the year.

Homeowner association dues are paid each month through the property management company, Community Management Associates. Owners can access their account information and make payments via the CMA online Resident Portal at https://cmacommunities.com.

WATER BILLING

The water and sewer systems in Courtyards are private.  The HOA is responsible for maintaining all pipes or facilities that serve more than one unit.  Owners are responsible for maintaining any pipe or shut-off valve that serves only their Unit, even when located outside of the Unit’s boundaries. 

There is a master water meter for the community and the cost of water for each Unit is included in the monthly dues.

LANDSCAPING

Shrub pruning, lawn mowing, edging, fertilizing/weed control, and leaf/debris removal are provided for the front yards of all Units and the side yards of end-cap Units.  Pine straw is applied bi-annually.  This is included in the monthly dues.

This service does not include replacing dead or dying grass, bushes, shrubs, trees, or other vegetation.

USE of UNITS

Each Unit can be used for residential purposes exclusively.

Rentals and short-term leases are not permitted.

APPEARANCE and CHANGES TO UNITS

Any changes to the exterior appearance of a home, including change in color, additions, remodeling, fences, walls, hedges, or plantings not keeping with the original design require architectural review and written approval.  Any construction activity, even for interior work, must follow the construction guidelines and be approved.

The addition of yard art, sculptures, water fountains, play equipment, solar panels, generators, and exterior antennas all require written approval.

Modifications to mailboxes or mailbox posts require approval.           

Tree removal requires approval unless the tree is dead, diseased, or fallen.

No exterior clotheslines of any type are permitted.

All windows must have window treatments and any portion visible from the outside must be white or off-white unless otherwise approved.  Foil, sheets, blankets, towels, black plastic, and flat paper are not acceptable as window coverings.

No flags may be displayed without written approval except for a flag of the United States of America and the current flag of the State of Georgia.

All signs require approval except for one security sign and one For Sale sign.

PARKING IN COURTYARDS

Parking is regulated (see Parking Rules).  Vehicles of owners should generally be parked in the Unit’s garage with the garage door closed.  All street parking must be limited.  For all day or overnight parking, extra automobiles of residents or guests can park in the circular cul-de-sacs, swimming pool area or some of the recessed parking areas. 

Vehicles of residents other than automobiles must be parked in their garages.

PETS

Residents are limited to a maximum of two household pets.  Dogs must be leashed when walked and dog waste must be picked up immediately.  There are two dog stations in the common recreation area with waste bags and trash receptacles.  Dogs should be directed to areas of pine straw to avoid burning out patches in the grass.

Owners should ensure their dogs do not bark excessively and bother their neighbors.

TRASH COLLECTION and RECYCLING

Trash collection is done on Monday and Thursday mornings by Reliable Sanitation.  The only holidays not picked up on are Christmas and New Years Day.  Pickups that fall on those holidays will be done the following day.  The cost of this service is included in the monthly dues.

Single stream recycling is available once per week on Thursday.  Owners who want to recycle must contact Reliable Sanitation directly (https://www.reliablesanitation.org/) and pay a monthly fee.  

Reliable will pick up 3 bags or bundles of landscape trimmings. Limbs in bundles must be 4 feet or shorter, tied together, and with a total weight of 40 lbs. or less.

Waste receptacles should be located so they are not visible from neighboring streets and property.  They must not be put out sooner than 6 pm the night before pick up and must be removed by 9 pm the day of. 

SWIMMING POOL and TENNIS/PICKLEBALL COURT

The swimming pool and tennis/Pickleball court are for use only by residents and their guests (see Swimming Pool Rules and Tennis/Pickleball Court Rules).

Each Unit has one key that gives access to both.  Contact the property manager to replace a lost key.

Reservations are required for the court.

WIFI is available at the pool.  The network id and password are posted near the entrance.

SAFETY

The Speed Limit in Courtyards is 15 mph on all streets.  There are no sidewalks and many pedestrians.  All vehicular traffic in the community is subject to the provisions of state and local laws regarding the operation of motor vehicles on public streets. 

There is a dedicated 911 phone at the swimming pool.  The Vinings #5 Fire Station is close by and will respond quickly.

Fireworks as defined by GA Code 25-10-1 cannot be discharged in the neighborhood.  Sparklers of 100 grams or less and noise makers with 0.25 grains or less of explosive mixture are not considered fireworks and are allowed on special occasions with Board approval.
